Abstract


The transformation of modern Chinese civil service pension system was germinated in the late Qing Dynasty, founded by the Beijing government of the Republic of China and developed in the Nanjing National Government.Bureaucracy reform in the late Qing Dynasty, marked the beginning of the civil service system in China’s exploration of modern technology. During the Beijing government of the Republic of China, introduced advanced western civilian pension system, and inherited the reasonable composition of ancient Chinese civil service pension system, had promulgated a series of laws and regulations for the civil service pension, formed the basic framework of civil service pension system. Before the outbreak of the Anti-Japanese war, in the critical period of succession of the Beijing government civil service pension system, Nanjing National Government construction period made the enactment of relevant laws and regulations, the establishment of the civil service pension of the management. War broke out, on the one hand the National Government strengthened the civil service pension legislation; on the other hand, improved the management of the civil service pension institutions. The civil service pension system in the war years, achieved further development under extremely difficult conditions. After the war and even the "line of constitutional period," Nanjing National Government continued to strengthen the civil service pension legislation, initially improved the legal system for civil service pension.Because of the lack of corresponding economic base, political system, coupled with the obstruction of local powers and system deficiencies in the design itself, Republic of the civil service pension system met many difficulties in the implementation of pension system.Today we summarize the pros and cons of the Republic of the civil service pension system, it would be worthwhile for the improvement of the contemporary civil service system construction and the efficiency of the civil service.
