Democratic supervision of Chinese People’s Political Consultative Conference (CPPCC) is the important composition of China’s socialism supervision system and is one major function of CPPCC. The Comment on Strengthening CPPCC’s Work of Central Committee of Chinese Communist Party issued in 2006 standardizes the nature, content, form, procedure and working mechanism of democratic supervision. For grass root Political Consultative Conference (PCC), to develop and strengthen democratic supervision is the requirement to promote socialism democratic political construction and is also one strategic topic of facilitating the work of PCC.In recent years, PCC of each district of Guangzhou has done a lot of work in strengthening democratic supervision, which enrich the content of democratic supervision, extend the channel of democratic supervision, enlarge the influence of democratic supervision and bring the role of democratic supervision into play. However, from the perspective of grass root PCC experience, democratic supervision is still the weak link for PCC to fulfill the function. This article describes the theory of CPPCC democratic supervision, analyzes current situation and characteristics, problems and causes of Guangzhou grass root PCC democratic supervision based on democratic supervision experience in combination of methods of document analysis and evidence research, comparative analysis and theory research, and summarization and logic reasoning, and proposes suggestions and coping measures to strengthen consciousness, create atmosphere, make innovation of forms, improve system and mechanism. Especially, the author raises opinions on democratic supervision legislation, introducing inquiry, recruiting full-time PCC member, establishing local working groups and the Three Principles and Three Measurements of democratic supervision.
