Ecological planning on the theory of ecology involved in the planning of entire complex-ecosystem, the theory and method will perfect. Now ecological planning in our country has not set up standard which we can follow, it combine to city planning is beginning. Our country has a lot of mountains, more than half of small towns lies on the hills or mountains, because the ecological sensitivity is high, environment is weak, so environmental problems were brought. Small towns become the key of sustainable development, but environmental problems block the development of small towns. How to solve the problems of modernization、environmental problems and deal with the relation between economy and environment, and build up harmonious relationship between human and nature are key problems of survival and development of small towns. This paper is based on the theories of other people, and depends on some work of ecological planning, the concept of ecological planning、ecosystem of mountainous valley and basic theories of ecological planning were analyzed, evaluating model was established by the way of fuzzy mathematics, and the ecosystem of mountainous valley was evaluated, and based on case of ZhangCun, firstly, the author analysed the guide line of ecological town and did the division of ecological function areas, and based on it, the macro layout was come out, and then, the ecological economy、ecological habitation、ecological environment、ecological civilization and ecological security were researched.
