Abstract


The political development of a country associated with its social and historicalconditions and economic fundamentals when it comes into the modern stage. Thechanged social and historical conditions and economic foundations also requirecorresponding changes occur in political culture. Therefore，the process of politicalmodernization in China must go beyond traditional political culture，becausetraditional political culture is not suited to production relations based on publicownership and political superstructure built in new China. This outdated politicalculture can not bring people out of the impact of negative factors，such as autocracyand subject awareness，and can not complete conversion of the role of the moderncitizen. Change the role of the modern citizen depends on construction ofparticipatory political culture.With the gradual improvement of China’s market economy，growing democraticpolitics，and the ruling concept of transfer，the formation of participatory politicalculture has become possible . Construction of participatory political culture is theinevitable choice for times，is the inevitable choice for the effective operation ofdemocratic politics，it is an inevitable choice for building a harmonious society. It isnot only to provide legitimacy and rationality for the modern interpretation ofdemocracy，but also will enhance the identity in the political system. Can be said thatcitizen participation political culture is an internal and driving force for democracyand political civilization，it is related to the success or failure of political civilizationand democracy，so efforts to build participatory political culture has importanttheoretical and practical significance.This article is divided into five parts explain the necessity of buildingcontemporary Chinese political culture of citizen participation and how to buildcitizen participation in political culture in detail.Part I：Propose the reason of building a participatory political culture from boththeoretical and practical significance. On the basis of comprehensive research status，point out the content of this study.Part II：Expound the meaning and the structure of political culture and politicalculture of citizen participation，and summarized the characteristics of political culture from the type of political culture.Part III：Detail the necessity and feasibility the formation of detail politicalculture of citizens to participate in the formation of citizen participation in politicalculture.Part IV：Expound the problems in construction of political culture of citizenparticipation. Point out citizens lack of initiative and capacity in formation of politicalculture of citizen participation，while system security is not perfect also.Part V：Study counter measures in building political culture of citizenparticipation，proposed such measures from civic attitudes，political system andCitizenship behavior.
