Abstract


Leadership is the most attractive in today's society, but the most mysterious one of the key words is the most important functional areas of leadership activities, leadership activities sustainable vitality, organizations and even national development boosters a direct impact on the direction and process of social development. The world in shock, the times are changing, the leadership of the behavior of elements also changed. Leadership activities only by constantly adapt to change, and countermeasures and response to be made according to the situation in a timely manner, thoughtful, full of strategies to control the momentum for development, and to all the favorable factors in the reality series, integrated into a strong driving force for new developments. In this sense, leadership is the winning force of social development. In modern times, due to the differentiation of state and society, the government has become a relatively independent entity, the relationship between the government and society, the government is increasingly to their own actions prove that it is not passively adapt to the requirements of social development, but dynamic positive role in the community. In the process of development of modern society, the government will also play a positive role in guiding. With the gradual improvement of the rise of the tide of globalization and China's socialist market economic system, the leadership of the government activities are also facing new challenges. In the macro context, how to give full play to the leadership of the Government to promote the deepening of the reform and the comprehensive development of society, it is very worth considering. However, the systematic study of the academic circles at home and abroad for the government leadership is lacking, which left a space to be explored for the writing of this article. Of government leadership and intent through theoretical research and inductive analysis of the requirements of national and social development of government leadership, cross-use of the knowledge of the Leadership and Administrative Sciences original research. The government leadership theory analysis, that the government leadership is essentially based on insight into the internal and external situation, the effective use of resources and means of various social role in the leadership of the object and the environment in order to achieve the Government Accountability and the objectives of the force; based on core values ??extracted from the government leadership, proposed the construction of government leadership structure; further analysis of the construction of the achievements and shortcomings of the current leadership of our government, and cited the construction experience of developed countries; last the construction of our government leadership countermeasures, namely by updating the concept of government leaders, optimize the behavior of government leaders, forging civil service quality and ability to build leadership to enhance the institutional environment to raise the overall government leadership to promote national and social development purposes.
