The rich peasant of the Communist Party, of. China(CPC)which had taken shape in the 1930’ s developed further in practice in the war of liberation period when the civil situation changed a lot, particularly the CPC forces grew rapidly and the political and economical policies of the new democraticism were improving day by day and were carried out to the full.This thesis tries to cover all the theories and policies and ideas, such as the idea of making concession to the rich peasant, the idea of protecting and developing the rich peasant, seconomy, the theory of the new rich peasant and the policy of expropriating the rich peasants surplus land, etc. in sum, the rich peasant policies of the CPC in this period are successful .on the basis of realization of the importance of the rich peasant in the rural area, and the analysis of the political and economical characteristics and the changed situation ,and to develop the rural productive forces, the rich peasant theory and policy of the CPC’ S changed correspondingly, i.e. expropriating the rich peasant, ssurplus property and deal with different stage rich peasants in different ways, which leads to a good solution of the rich peasant problem and laid a foundation for the agrarian reform afterward.
