Abstract


The science quality and creative ability are important elements of the citizen qualities. Science popularization is the prescription strengthening nations and the key opening intelligence. Cultivating the young’s creative ability associates to the prosperity and resuscitation of the countries because they are the future and the hope of the nations. Therefore, increasing citizen science quality and fostering the young’s creative ability is so urgent a system that the whole society should participate positively.In the knowledge-based economy period, all the countries attach enough importance to the science popularization and the young’s creative ability development. The United States establishes the "2061" plan with issuing the Science for All Americans. The England announces the Realizes our Potency and the Science and the Society. The Japan sets up the Fundamental Science Technique Law. The India supports the National Science Transmission Academy strongly. The government of China promulgates the Science Technique Popularization Law and "2049" scheme. Such efforts aim to enhance the citizen science quality and to develop the young’s creative ability in order to amplify the key role popularizing the science and developing the young’s creative ability.After investigating all kinds of students’ science quality and creative ability in ZhengZhou city, consulting the data of the national public science quality investigation and the young’s creative ability investigation, the article argues the relation between the science popularization and the young’s creative ability from psychology angle, negating the mistake that the science popularization can repress the young’s creative ability. The science popularization practice programs can satisfy the young’s curiosity andinteresting forcing them to participate the science program personally. During the process, the young can enrich the objective science knowledge, develop the progressive science idea, obtain the practicable science method, and form the creative thought enhancing the science quality including the creative ability and practice ability.Analyzing the investigation results and comparing with the international data, the article affirms that the Chinese young people’s science quality and creative ability are developing but slower than west developed countries. It points out the problems and the reasons leading to the phenomenon such as the irregularity of the system, the laggard education conception, the unreasonable course design, the shortage of the investment, the sluggish consciousness and practice and so on. Later on, the article relates detailedly the important role of the science popularization to develop the young’s creative ability, emphasizes the importance and the urgency of the science popularization, and presents many practicable proposals basing on considering the new situation deeply.
