Abstract


Since the 1990s, along with multimedia computers in education and teaching in a wide range of applications, the traditional teaching has had a major impact on countries in the world have invested a lot of effort to improve and perfect the country's information technology hardware construction, China Beginning in 2003 after five years in rural areas of the \As we all know, the implementation of the project has made gratifying achievements, to improve the quality of teaching in rural primary and secondary education into a great impetus. However, China's vast territory, central and western regions inhabited by ethnic minorities are unevenly distributed, economic, cultural and educational development imbalances, especially in the western minority areas, \In the subsequent application process continued to play the maximum effectiveness of the project, these problems are affecting our overall development of information technology in education is a matter of concern. This study focused on \Effective promotion of national regional development of information technology education. The article first analyzes obtained through literature review \impact to determine the value and significance of the study; Secondly, the article from the information dissemination process four elements of education - teachers, students, education, information, education and the media point of view, for the ethnic minority areas and common areas made a difference investigation and analysis, mainly from the particularity of teaching minority areas, ethnic differences in information technology teachers, bilingual minority areas and ethnic areas particularity Resources Information Technology hardware with particularity detailed analysis of these four areas, demonstration teaching software resources drawn The construction and teaching applications become minority areas most in need of the development of information technology in education concerns. Finally, this study proposed special education in ethnic areas of information technology issues, namely ethnic areas digitized bilingual teaching resources to make building needs and application issues are discussed in detail, for different modes under the national school teachers with different types of resources required for analysis, and information technology for local teachers to create classroom application of the status quo Tibetan teacher learning community to support teachers in minority areas of information technology to play a role of opinion leaders, norms ethnic areas of teacher education technology training, improve IT bilingual teaching ability of teachers and other strategies and suggestions. This paper is divided into seven parts: The first part is an introduction to clarify the origin of this study, the research significance, research status. The second part of the Institute involves defining the relevant concepts, elaborated the theory to support the research, design ideas for articles and research methods to do a detailed introduction. The third part is the object for the study of Gannan Tibetan Autonomous Prefecture \The fourth part is \The crux of the bilingual teaching resources construction and application. Part V and VI are the core of this study, the fifth part of the main resources for the digitization of bilingual teaching building needs to make a detailed analysis, obtained under different modes ethnic schools with bilingual teaching resources for digitization have different needs, and to propose appropriate for the different needs of the construction advice. Part VI of the needle in the digital application status of bilingual teaching resources to make investigation and analysis, the results of national teachers' use of digital resources related issues and put forward the corresponding policies and recommendations. Part VII is a summary of this study, presented research is innovative and practical achievements, pointing out the lack of research, and future research prospects.
