Based on this, this paper, theoretical analysis and empirical analysis method of combining, in the third industry and non-formal basic theory of employment on the basis of research, through informal employment impact on the development of China's tertiary industry theoretical and empirical inspection, noting that informal employment is to promote the cause of China's tertiary industry development, and for the development of China's non-regular employment the main problems, made a number of non-regular employment to promote the development of policy options.
