Abstract


Whether between countries or regions, Fundamentally speaking is talent competition ,talent is the important power of social and economic development. Therefore the study on talents converging become a topic. Especially the area of high-tech development zone should be more people’s attention.This article first through the questionnaire to the way of ZiBo high-tech talents converging situation investigation, thus analysis of industrial clusters talents converging factors, construct influence factors of talents converging index system. That mainly includes the regional development, life, environment, utilizing foreign investment, the state-owned economic development and the non-public economy development, five item twenty-four indexes. Finally the software of SPSS into analysis, quantitative analysis evaluation factors related to the ShanDong province talents converging. The ShanDong province regional talents converging ability of the comparison results。The paper further industrial cluster and environment construction into the talents converging drive system, inspects talents converging, industrial cluster and environment construction of the dynamic equilibrium problems, constructing a dynamic 3d models—SPPD analytical paradigm。On this basis, using regional economic and social development of statistical data, to xi’an high-tech talents converging drive mechanism for empirical research by SPSS software. From the talents converging, industrial cluster and environment construction of three aspects related to each, results show that they all had significant positive correlation between the mutual promotion that plays a role In order to better achieve ZiBo high-tech talent faster, article based on some of the xian high-tech industry cluster of personnel policy, proposed from the use of industrial cluster and to promote talents converging to promote the construction of the talents on ZiBo high-tech talents converging on current problems. Articles of industrial cluster and environment construction of talents converging quantitatively analyzed the influence, hopeing to study of zibo high-tech talents converging to provide a new idea.
