Abstract


With the prompting of industrialization and urbanization in our country, the development of industry, and the dimensions of urban construction expand, more and more the land of peasants being requisitioned,peasants who depending on the land can not realize non-farming employment.And there are difficulties in sustenance because of the limit themselves on human resources and obstacles in external system.For this new disadvantaged group, most of the people are not well-educated and lacking the professional labor skill and abilities to survive in the market competition. Once they lost the land which not only means the main economic income sources but also the most Basie life security.These social problems are easier to make the "new citizen" to have the psychological imbalance and crisis of confidence in the Government. This also brought about many social security risks. This is not only good for stable economic growth but also building a harmonious society. Promote the new citizens’human resource is not only to improve the Personal capacity for sustainable development but also to resolve the "agriculture, farmer and village" problem. Accelerate the pace of urbanization is a manifestation of the principle of social equity. We should make them to take part in the modern society all the better, and become a driving force for social progress and promote social stability.In this article, the author does the research of the new citizen from the employment, living, psychological statues and the human capital. through participation in the social practice and the collection of the document data. And make a deep analysis, Synthesis, induction and bring up a solution. In order to promote the human capital of mew citizen, we can not only focus on how to improve their labor skills, production capacity, but also strength their ideological and moral education. To enhance the human capital of the new citizen should also pay attention to the overall enhancement. This is not only the demand of the on-agricultural employment but also the soft demand of their identity achievement and changing roles of the character。Through research we should have clear realization that the key point of solving the employment is to promote the new citizen’s human capital, this is internal factor of resolving the employment of the new citizen; The country’s over all improvement in the employment environment, the expansion of employment channels and legal protection is the external factor, Among these, we need the power of working together, cooperate the internal and external factor can solve the problem.
