Abstract


Talents is the first important factor and resources to social economy development, we need to make a better talents development strategy to improve regional competitive ability. It’s really an important topic need us to consider how can we consummate the talents service organization to attract talents and make biggest use of them base on reality of Bao An district.Bao An district located in North West of Shenzhen City, east coast of ZhuJiang River. As a top regional industry area, study and perform talents develop strategy is not only an emerging needs to reply the domestic and international rat race, improve the city competitive power and general ability, but also a need to grape the opportunity of < Reform and Development Planning Brief of Zhujiang delta region>, transfer economy development method, create a demonstrate area of scientific development. Accompanied by inner and outside environment changed after the reform and open policy, the attractive advantage of Bao An is weaker and weaker, and there are shortages of talents structure, system and environment. So, it’s very import to study and establish a Promotion Strategy of talents base on Bao An reality to improve the general competitive power and drive the economy development.This article used investigation, comparative analysis, forecast and other method, based on domestic and international research of talents strategy, met the economy, social circumstances of Bao An district and“twelfth five years”strategic planning, study and analyze the inner and outside condition of talents development in Bao An, with the SWOT model, come out the opportunity, threat, advantage and disadvantage of performing talents development strategy in Bao An. Base on this, set up a talents development strategy and detailed action plan.
