Abstract


Vocational education in Germany is known as the secret weapon of their economic development, and the perfect occupational qualification certificate system is an important foundation for the normal operation and development of the vocational education system.Among them, "three certificates" model of the occupational qualification certificate system in the dual system of vocational education plays an important role. There are relatively many researches about this form of the German national occupational qualification certificate system, but not detailed and systemic enough.Through the study of occupational qualification certificate system in Germany,we can better grasp the qualification certificate system. With the help of the whole process perspective from the start 0f training to the issurance of the certificate, we can also have a better understanding of the value of the dual system. At the same time,it has an impotant meaning with guidance and reference on the current vocational education reform and development in China .In the light of learning at the Universityof Magdeburg and practice in the Federal Institute of Vocational Education, in which I collected the corresponding data and information and by the way of the comparative study and analysis, I construkt the theoretical system in this area. It includes interaction between dual system and certification system, the formation and development, certificate type, management system and the development and improvement of occupational qualification standards. Finally,we obtain inspiration for our country. Occupational qualification certificate system in Germany dates back to the apprenticeship of medieval guild system. At this time it had produced the simple thought for occupational qualification certificate. With the development of the laws and regulations, management system, etc. in the past centuries,it has slowly tended to improve. in1969, Germany issued the "Federal Vocational Education Law", indicating that the modern occupational qualification certificate system established. Dual system of vocational education is a training modell of the occupational qualification certificate system. Occupational qualification standards in Germany are the education ordinance (enterprise) and framework teaching plan (school), they are the basis for education and training and examinations. Social parties participate in formulating them. And through the measures of assessment of the education ordinance, the introduction of national occupational standards, building of unified qualifications framework in Germany perfeckt them. When the students pass the exam, they can obtain examination certificate, training certificate and school graduation certificate. Examination certificates according to the different standard have different classification.The competent authority industry association particinpant actively in the whole process of education and authentication. Perfect legal system, the Leading role of Industry association and perfect examination system, advanced vocational science and occupational stanardsystem are worth studying and using for reference.
