Abstract


This paper describes the necessity of non-profit organization providing public services which based on theoretical and empirical research, analyzes the difficulties non-profit organizations faced at the time.Non-profit organizations play an important role in education, health, culture, science and technology and social welfare which closely related to people’s daily lives, It can help to mitigate the social conflicts, improve public service quality, and use the social resources effectively.Theoretical and empirical studies have shown that non-profit organization will play an increasingly important role in the provision of public services. However, compared to the development of institutions in China,non-profit organizations’ development space and available resources are limited and lack of policy support,Meanwhile, it’s difficult to get an equal status as public institutions.According to the experience of overseas development, many countries have a wide range of non-profit organizations paticipating in the public service, instead,China only provide a single mechanism. By comparison, it reflect that the development of nonprofit organizations in China is behind other countries, so we should develop the non-profit organizations currently and fully display their function of providing public services and benefits.According to the development of non-profit organization, non-profit organization’s development in China is still in early stages.First, the process of government transformation is backward and the environment of law and policy is poor. Second, non-profit organization is lack of the ability of self-improvement and the internal management system is not perfect. Third, human resource is the main obstacle to the development of non-profit organizations. The staff is lack of professional knowledge. As to the last one,the structure of non-profit organzation’s expenditure is irrational, and the funding problems are seriously affecting the development of non-profit organization.In the foregoing analysis and on the basis of the problem, the paper proposes to develop policy recommendations which related to non-profit organizations:reform the role of government departments appropriately in the process of registration and management. Establish non-profit organization’s personnel, employment, welfare and security and other measures to increase financial support for non-profit organizations as well as to establish effective evaluation and monitoring mechanisms.
