Abstract


Functional zoning is a research method produced to solve the conflict between different activities and different utilization of natural resources in cities. In recent years urban ecology has been destroyed and resources is coming scarce, one of the basic reasons is unreasonable layout of urban functions, that is lack of consideration of urban ecology and resource characteristics in the layout. Developing functional zoning is aim at promoting balanced development between people and nature in region, providing scientific basis for the regional balanced development and the decision support for balanced development of regional space and forming a well connected’regional economic community’. Therefore it plays a great significant role in enhancing regional balanced development, accelerating regional economic integration and promoting the all-round development of Liaoning old industrial bases.This thesis analyses nature, population and distribution of economic space in region by making the theory of sustainable development as a guide and 28 counties of a group of cities of central Liaoning as the basic unit of study carefully. A comprehensive index system is established consisting of a total of nine indicators in three sub-systems—resources environment, social cultural and economic development and current development status is displayed and reflected fully through scientific analysis of the statistical description. On this basis, using K-MEANS fast clustering method in multivariate statistical analysis with SPSS statistical analysis software a group cities of central Liaoning is divided into four functional areas: optimizing development of services area, focus on the development of new industrial area, special industries development area and ecological conservation area. Distinguishing the strengths and weaknesses of development in each development functional area and formulating a reasonable and differential development strategy is a meaningful new exploration in the new situation. The research so as to promote coordinated sustainable development among resources environment, economy and society.The thesis is divided into five chapters:Chapter I briefly describes the development of functional groups in the central city of Liaoning The background and significance, and sort out relevant research at home and abroad; second chapter the development of functional areas of urban agglomeration indicator construction and theoretical explanations, to determine this selection of indicators of the content; Chapter established a comprehensive evaluation of the specific sub-index system, established by the methods and standards; IV scientific definition of a functional area of the development and characteristics of the regional scope; final chapter summarizes this article research focus and the core conclusions of functional areas for the development of practical policy recommendations put forward.The results of study shows:9 municipal districts and some countries are located to optimizing development of services area and focus on the development of new industrial area which should gather industry, giving consideration upon protecting ecological environment; other cities and countries are located to special industries development area and ecological conservation area which should take the ecological development and service as primary function, giving consideration to the production and daily life. Different functional zoning based on different speed of development, goals and mode should be implemented different policy. It is beneficial to alleviate that every region blindly pursues the speed of development in real earnest and to reasonably guide the orderly flow of factor of production; it is beneficial to regulate the development scale of cities and to form rational structure of space development; it is beneficial to relieve the pressure of resources environment, to lead rational layout of regional economy and to let population distribution be. It is beneficial to develop regional and innovative management mode, to implement different regional policy, to promote the development in under developed region and to strength coordination of regional development. Four functional zoning should form development pattern that every area complement each other’s advantages and support each other and then ultimately realize harmonious development in the entire economic zone at the aspects of resources environment, economy and society.
