Abstract


New Rural Cooperative Medical Care System is the major initiatives of the Party and the government concerned with livelihood issues in the new era, and also one of the key elements of the new medical reform. New Rural Cooperative Medical Care System brings the Gospel to the peasants, which has been widely welcomed. The peasants insured actively. The system has been implemented for eight years and has made remarkable achievements because the peasants get the more benefits and obtain the high level of medical care.The implementation of provincial of municipal medical institutions for instant settlement reimbursement of New Rural Cooperative Medical Care System facilitate the participation of peasants outside the county for medical treatment. Those policies are the concrete manifestation of social fairness and justice, which based on people’s requirement. The Ministry of Health announced that provincial of municipal medical institutions would carry out instant settlement reimbursement in 2009. Since then all the provinces and municipalities in China began to develop and implement the program. Anhui Province is one of the earlier regions to carry out the program in China. During the period of more than two years, Anhui Province has achieved some success and accumulated valuable experience, but there are also a lot of problems which will affect the smooth progress of instant settlement and reimbursement.This paper describes the background of the new rural cooperative implementation of instant settlement and reimbursement、operating mode and current status in Anhui Province and focus on analyzing the need for the establishment of the system, problems and causes, at the same time proposes countermeasures and suggestions about the three areas of the institutional level, government level and the level of service designated medical institutions.With the economic development, expansion of the scope of employment causes more and more people to participate in medical insurance, instant settlement and reimbursement is the new management trends. In order to offer the peasants greater convenience for the patient outside the province for medical treatment, instant settlement and reimbursement will be extended to other provinces. Researching on problems and countermeasures of the new rural cooperative Medical Care for instant settlement and reimbursement will be of great significance for the improvement and development of the new rural cooperative medical system.
