Abstract


With the rapid development of national economy and in recent years the cable television technology, the cable television broadcasting develops rapidly and the cable television network coverage grows fast. However, with the rapid development, the difficulties of cable TV charging and management become more and more remarkable. The traditional manual process hardly copes with the huge inquiry. The need of statistics has also become a difficult problem for cable TV management. Therefore, it is necessary to introduce information technology to cable TV companies and provide electronic management program to improve enterprise’s efficiency and productivity.In this paper, according to Chaozhou Cable TV business needs, a set of charging and business management systems are designed. It provides user management, charging management and reporting management functions. As a result, it achieves cable TV charges, financial and operational integration. In order to achieve data sharing, this paper employs a C/S structure. A computer with a database plays as the server, the other as the client computer can connect to the server, downloads the data. UML use case diagram is introduced to describes the system requirements, and by creating a sequence diagram describes the toll landing, user fees, user service and financial staff report query for the scene. Each modules including system information management module, fees management module, business management module, report query module, system settings module are put into detailed design, and tested.The system provides a more complete and practical management functions, information on utilization of high performance. It’s easy to use and improve business management efficiency and accuracy. The system of the client’s hardware standard is not high, reducing the dependence of the system modules, providing good scalability and maintainability of the system. System, a feature the more powerful data security features, effectively prevent the ultra vires action, misuse, and support disaster recovery; friendly interface, easy operation, high efficiency. And it’s friendly to new users.
