Abstract


Township enterprises is a great creation of the Chinese farmers , is one of the great achievements made ??by the leadership of the party of reform and opening up , the main force of the rural economy and an important part of the national economy , have made great contributions to the development of various social undertakings . After entering the new century , the township enterprises in the agriculture and rural economic restructuring and increase farmers' income , the role is still very prominent, but significant changes in township enterprise management institutions at all levels , and even some provinces (cities and counties ) undo the township enterprises Authority , fuzzy and inconvenience caused by the management . Western ethnic autonomous areas, the development of township enterprises there are more problems , such as : With the deepening of reform , Lee reduction factors increased ; prominent problem of low - level redundant construction ; business operators generally low education level , low level of management ; The lack of production safety and environmental awareness , sense of sustainable development ; rely on price cuts and other means to attract customers to open up the market , leading to unhealthy competition . The second part is a theoretical overview combined Marxist political economy and new institutional economics , their theories on property rights and institutional , focused on changing the main theory of institutional change , the Transition Mode and change power and This paper analyzes the theoretical basis of the problem .
