Abstract


PPP (Public Private Partnership) mode, that the government's public sector and private sector partnership, infrastructure construction and urban public utilities as a project financing mode. Refers to the government and private enterprises or private funds on a particular project and the formation of mutual partnership and cooperation by way of contract to determine the parties' rights and obligations in providing the public with high-quality facilities and services at the same time, private enterprises can also obtain a reasonable profit. The model encourages private enterprises to cooperate with the government, infrastructure and actively participate in the construction of urban public utilities by the project parties involved shared responsibility and financing risks. Government can solve the infrastructure problem of insufficient funds, private enterprises or private funds can be obtained for the construction and operation of the infrastructure right, and derive returns. PPP model is the construction of public infrastructure developed an optimized project financing and implementation mode. Urban public transport is the city's economic structure important part of the direct impact on the city's socio-economic activities and urban living standards, is an essential component of the entire city. Since reform and opening, China's urban public transportation construction has achieved great development, economic development and people's living standards improve the foundation. But due to limited state funds, relative to other sectors and social development needs, the development of urban public transport is obviously inadequate and seriously lagging behind. Performance: urban transport infrastructure and urban traffic demand imbalance, motor vehicle traffic serious environmental pollution, Mixed traffic conditions aggravated traffic congestion, traffic management tools behind and so on. The reason is the lack of funds for construction of urban public transport, and an impact on further development of the \On the other hand, with the deepening of China's economic reform, the most dynamic private enterprises have become promoting China's economic development and an important force for social progress. Third Plenum clearly states that allow non-public capital into the laws and regulations not prohibited infrastructure, public utilities and other industries and fields. This is a private capital to enter the urban public transport sector has created opportunities and development space history, and this policy will accelerate China's private capital investment structure has undergone profound changes. In this context, drawing on the introduction in the 1990s in Western countries infrastructure and urban public utilities in the pop up PPP model, the promotion of China Urban Public Transport introduction of private capital has a very important significance. In this paper, the basic concepts of PPP model, the basic characteristics, operational ideas and application cases were introduced with the BOT model are compared; PPP model of development on the use of urban public transport conditions, manner, prospects and countermeasures were analyzed; and summarizes the establishment of urban public transport PPP model problems that need attention.
