Abstract


Oil&gas exploration and production industry belongs to the upstream of petroleum industry, and the government takes it as a natural monopoly industry and carries on the strict rules and regulations on entering into it. Administrative monopoly affects the enterprise production efficiency and configuration efficiency of oil and gas resources seriously. The state council put forward to encourage and guide private capital into the monopoly industries, including oil and gas fields. At the same time, the development of deregulation theory also provides a theoretical basis for the reform of China’s oil and gas fields. Academic circles generally held a positive attitude that the entering of private oil companies can form the competition which can improve social welfare, etc. But there isn’t system analysis on the barriers and supporting policy adjustment the private capital into the oil&gas exploration and production industry.This paper analyzes the reason of oil&gas exploration and production industry’s deregulation in our country, and searches for the encountered barriers that private capital into the oil&gas exploration and production industry thoroughly from the perspective of institutional barriers, structural barriers and behavioral barriers. Respectively, it puts forward countermeasures, and then to design supporting policy mechanism. The central conclusion of the article is that the oil&gas exploration and production industry is weak natural monopoly and strong administration monopoly field. The market is a competitive market, institutional barriers caused by administration monopoly is the biggest barriers private capital encountered, enabler of competition reform is the country, and it should choose to gradual reform strategy. In this paper, the author applied game theory and mechanism design theory method to the study natural monopoly industry deregulation and supporting policy, and designed theory of monopolistic competition which has practical significance.
