Abstract


Wenzhou is located in the south of Zhejiang Province with jurisdiction over three districts, two cities and six counties. It has a continental area of11700sq.km., among which the mountainous area is78%, and its coastline is as long as355kilometers. According to the data from the6th Nationwide Population Census of Zhejiang Province, the permanent resident population in Zhejiang is54.4269million, and the permanent resident population of Wenzhou City is9.1221million ranking the first on population in Zhejiang Province. The total population of Wenzhou accounts for1/6of the total provincial population. Wenzhou is embraced on the three sides by mountains and faces the sea on one side, which has been referred to as a place with"7/10mountains,2/10water and1/10fields" since ancient times. In the period of agricultural civilization, Wenzhou was very sterile. Before Chinese reform and openness, Wenzhou was in a situation of "three lacks and one poor", which means the lack of per capita arable land, the lack of country input, the lack of available resources and poor traffic conditions. After the reform and openness, the government was freely to mobilize civil power, in which case Wenzhou rose and developed quickly and established a vigorous Wenzhou mode promoting the leapfrog development of Wenzhou economy.During early reform and openness, Wenzhou began to develop the private economy. The lending' dissertation">private lending appeared with the commencement of domestic factories, so it developed with the development of private economy and has a long history in Wenzhou. In Wenzhou which is an important private economy town mainly supported by traditional intensive industries, the private capital has always been an important component of establishing and developing medium-sized and small enterprises. Zhou Dewen, the Chairman of Wenzhou Small Medium Enterprise Development Association, said that current private economy of Wenzhou is developed on the basis of private lending which is crucial to the economic development of Wenzhou. In2011, there were8096industrial enterprises with a city scale or above, which realized a total industrial output value of￥449.487billion increasing by26.5%compared with that of the last year. The city had802manufacturing enterprises with an annual productive value of more than￥0.1billion, which realized a total industrial value of￥247.948billion. Among the enterprises,94are enterprises with an annual industrial value of more than￥0.5billion and34are enterprises with an annual industrial value of more than￥1billion.
