Abstract


The paper analyzes and discusses the behavior of administrative fact its relief . Text composed by the introduction, body and Appendix III , about 41 000 words . The body consists of three chapters . Chapter 1 discusses the administrative fact the source of the behavioral theory and propagation , and an overview of the administrative fact act theory generation in Germany , and the spread in France, Japan and China's mainland and Taiwan . The second section examines the different perceptions about the behavior of the administrative fact , and they are based on the theoretical basis of the classification , summed up the focus of the disagreement . The second section of chapter briefly discusses the theory and practice of Administrative Behavior . Section II reviews the the theory generation acts administrative fact and the theory of evolution played a significant impact on civil legal acts , legal jurisprudence behavior theory , theory of administrative acts . The third section is a combination of the foregoing a review of theoretical reflection and review of the traditional administrative fact act theory , and their troubles triggered litigation relief practice .
