Abstract


Peasants engineering citizens, say on broad sense that means peasants in the countryside move to the city, incorporate to the urban life to turn into the urbanite , the citizen definition is embodied in in our country: Peasants living in the countryside from generation to generation, left the land and agricultural production activity, it is not a agricultural production activity to enter the city and is engaged in, the social course of economy that its identity, status, values and working way transform to urban citizen . Accelerate engineering citizens of peasants, peasants engineering citizens, increase peasant’s income, promote rural economy development and important way of agricultural modernization; it is the socio-economic development in urban and rural areas of the pool and important measure of realizing the well-off society in an all-round way; improve peasant’s quality, promote peasant’s all-round developing key process; safeguard the social stability, guarantee the important insurance of the national long-term stability; it is important contribution to peasant worker that realize WTO’s ratianal treatment in our country; it is the important way of the class basis of expanding the party. But the realization of this course is quite difficult, in peasant’s engineering citizen course, because of economic development level and obstacle , concept obstacle , system obstacle , policy obstacle, subject quality obstacle of the citizen smooth realization.
