Abstract


The Local People’s Congress and its Standing Committee exercise the decisive power, which is one of the basic powers endowed by the Constitution and Law, on the vital items in the local administrative region. In fact, it is also the most important power in the local authorities and the key symbol of reflecting the State power people exercise in the local administrative region . However, the important power has not been implemented effectively at present. which not only prevents directly the Local People’s Congress and its Standing Committee from developing its power effectively, but hurts the authority and dignity of local authorities. Therefore, the topic to be researched for the Local People’s Congress is to analyze its problem when exercising the decisive power on the vital items, and to approach the improving measures to promote exercising the vital power. The paper aims at summarizing the experience that the Local People’s Congress and its Standing Committee exercise the decisive power on the vital items, analyzing the existing problems, approaching the improving measures to promote exercising the vital power. There are 5 chapters in the paper:Chapter 1, Summarization of the vital events. In this chapter, analyze the content and the character of the items at first, then briefly discuss the principle to confirm the range of its.Chapter 2, Analysis of the decisive power on vital items. In this chapter, discuss the concept of the decisive power first, then analyze the character of its, and the basic fundamental to perform it. At last, discuss the advantage of decisive power on the vital items exercised by the Local People’s Congress and its Standing Committee, combining by the decisive power executed in Britain, American and Japan.Chapter 3, Present analysis of exercising the decisive power on the vital items. Emphasizing on the instance that the Shijingshan People’s Congress and its Standing Committee practice exercising the decisive power, this chapter analyzes the background to exertion, summarizes the experience, concludes the reason for the problem.Chapter 4, On the Improvement of the decisive power on the vital items. The chapter takes how to improve it on ideas,systems and laws.Chapter 5, The suggestions of the Strength of the decisive power on the vital items.The chapte puts forward several suggestions from practice of recent these years.
