Abstract


This paper is based on the non- government organization(NGO) theories , expatiate the present stage that NGO got to fly to develop soon, because of the our country the establishment of the economic system in socialism and continuous development of various reform, but emphasized at the same time that the Youth League can’t equal totally general of NGO. This put forward the important lesson that many demands earnest research considers, undertaking equal a part working talent of NGO for the Youth League.Passing to the analysis of the new circumstance and new problem totally that the College Youth League(CYL) faces, the paper points out that it must create the operating mechanism of CYL, replying new all kinds opportunities and challenge that the new situation faces. obviously, this kind of quest research for work realm that extends totally the CYL have the certain theories value and practice meaning. The full paper be constituted by four parts:The first part clarifies that the rising NGO works totally to enlighten of the Youth League, including NGO’ development and function, totally the kind of the Youth League and function in society organization and put forward the research meaning the Youth League totally.The second part studys that the operating mechanism of CYL faces three greatest challenges at new situation, namely high school education system reform, character education pushing forward, new variety in student’s characteristics.The third part analyzes circulating principle and necessities of the operating mechanism of CYL, setting out from the histology theories foundation.Finally, the paper puts forward some constructive opinions on creating the operating mechanism of CYL from leading mechanism, management mechanism, organizing mechanism, and guaranteeing mechanism, service mechanism, evaluation mechanism and encouragement mechanism etc.
