Abstract


According to different understanding to "responsibility", the intension and epitaxy of government responsibility are incomplete and unanimous, which study in different visions such as ethics, economics, politics, jurisprudence and administration. The government responsibility in the administrative decision includes two meanings: Firstly, the positive responsibility of government which is the duty and obligation the government and policy-makers should fulfill. For detail, it just guarantees administrative decision is just, promotes it legitimacy, and strengthens it scientifically. Secondly, the passive responsibility of government which means the improper or decision fault causes the bad consequence of society’s development in economy and politics, or have infringed the citizen’s fundamental right or public interests, political responsibility, ethical responsibility, administrative responsibility and legal liability which the government and policymaker should bear.The administrative decisions and government responsibility are all limited by the public attribute in government’s power, come from the theory of popular sovereignty. The unified theoretical foundation has determined them the intergrowths logic relation: the administrative decision is the important carrier and key link through which the government responsibility can be achieved, and be the main part of the whole system of government responsibility. On the other hand, the government responsibility is the important insurance to make sure the administrative decision carried on smoothly, which has completely demonstrated by the course and the essence of the administrative decision. In the practice, as the result of the restriction from the institution, mechanism, subject and environment and so on, the failure of administrative decision happens frequently and the present situation of government responsibility in our country is not optimistic.Strengthening the construction of government responsibility in the administrative decision is very urgent. It is the objective demand to reduce the administrative decision’s failure probability, improve itsquality and efficiency and make it scientific, modernization and Legalization. It is also the key to build the responsible government and construct the harmonious society.The construction of government responsibility in the administrative decision is a systematic engineering. It needs change the decision idea, strengthen the responsibility consciousness of the decision-maker; Perfect the decision system, define the responsibility structure of the administrative decision clearly; Change government’s function, improve the responsibility ability of the decision-maker; Optimize the assessment to administrative decision, strengthen the responsibility motive force of the decision-maker; Strengthen supervision mechanism, optimize the responsibility environment of the administrative decision; Pay more attention to the institutional improvement, construct the responsibility system of the administrative decision.
