Paper, literature research, questionnaire, mathematical statistics and research methods of interviews, in-depth explored the meaning and role of the evaluation of teaching, the discipline characteristic features of the characteristics of modern college students, university teaching, science, Normal characteristics, the quality of university teachers dimensions, based on analysis of the problems of the existing teaching evaluation index system, and the country, including the East China Normal University, including nine teachers colleges of physical, chemical, biological professional 164 teachers and 562 Normal School Students conducted a survey. The survey found that the teachers and students of the views of students' evaluation in the following areas: 1. Evaluation of teaching reflects the dominant position of students, in line with the requirements of education reform and development should be encouraged, and promotion. 2. The formulation of the current evaluation of teaching there are still many problems, to be on the actual conduct of the in-depth investigations and studies, is being rebuilt. 3. Evaluation of teaching a mere formality, to evaluate the results of the feedback loop problem. 4. The students' evaluation index system should be embodied in one dimension including professional ethics, teaching methods, teaching effectiveness, teaching attitude, teacher-student relationship and communication. Two dimensions in teaching: teaching attitude - passion for teaching and equal treatment of students; attitude of the teacher-student relationship - equality, democratic atmosphere, teachers questions, answering; teachers focus on students in the evaluation of the evaluation of students - in the dominant position, contents diversification; teaching methods - focus on the participation of students, to encourage cooperative learning, using a variety of teaching strategies. Experimental teaching - to encourage students to improve experimental methods, innovative experimental design, test organizations, orderly and well-prepared. Normal science teaching evaluation index system was constructed on the basis of theoretical research, questionnaires and interviews, which includes a six-level indicators and 24 secondary indicators, the evaluation criteria for the evaluation index system is quartering, sub- into four grades - very much agree, agree, do not agree, do not agree with, respectively, the value of 4, 3, 2, 1, using the Delphi method to develop the index weights. Scale reliability and validity of the test to verify the effective and scientific, and found to have good reliability and validity. Finally, pointed out the problem of improving the students' evaluation of the thinking and recommendations for further study.
