Abstract


The generation and transfer of surplus agricultural labor is the inevitable result of the improvement of agricultural labor productivity and socio-economic development . Because of limited land resources and non-renewable , and agricultural labor productivity is bound to the outside to release large quantities of agricultural labor . Changes in the socio-economic structure , the development of other industries of the city also needs to absorb a lot of labor . Western developed countries, the agricultural labor force transfer performance of a natural process of development , it is with the rise of the modern industrial city and the process of industrialization and the gradual transfer . Since the reform and opening up , China 's socio-economic development level of the imbalance in the geographical formed with the different characteristics of the three regions three agricultural labor transfer area . Around this problem , the paper first introduced from the empirical basis of China's agricultural surplus labor transfer status and labor transfer in the regional differences in the size , speed , and the level of industrial structure and geographical choice , then through the qualitative and quantitative analysis to seek to influence China's agricultural surplus the labor transfer key factors , and on this basis to further explore the main reason for showing regional differences in China's agricultural surplus labor . The study found showing regional differences due to the level of regional economic and industrial structure , the development of township enterprises , the level of urbanization and capital investment and other economic factors , as well as the quality of labor , regional differences and institutional differences exist , resulting in China's agricultural surplus labor transfer from east to West progressively reduced form of the gradient . According to the principle of regional development , the paper argues To narrow labor transfer regional differences must be based on the actual situation of the region , according to local conditions , regional economic regulation, policy , regulation and legal regulation , to seek ways for regional development , promote the coordinated development of the National Labor Transfer .
