Abstract


Since 1979 , China's agricultural policy production from the initial plan , the national state monopoly for purchase ; transition from a planned to a market of 1985 to 1993 , state monopoly for purchase from the country to contract ordering ; formed after the market formation of prices led the two-track system to guide the new situation of agricultural production as the main force in the market . Every change of national policy , agricultural production has brought new vitality , thus creating several large increase production of agricultural products during the peak period . However , during this period , there have been some problems . Particularly serious problem is the volatility of the prices of agricultural products . From the point of view of the fluctuations in the prices of agricultural products , I will reform the open since the past 20 years divided into two phases: the first phase is the second phase of reform and opening up in 1990 , 1991 . From the reform and opening up in 1990 , China 's agricultural production is mainly based on the national plan as the main feature , the performance of the state monopoly on the purchase and marketing policy and national pricing policies . This stage of the degree of market opening is very low , is mainly controlled by the state , therefore, the prices of agricultural products mainly determined by the purchase price of the country . Thus, the national policy is at this stage the most important factor affecting the prices of agricultural products . However, the intervention in the production of agricultural products due to the price of this single tool used mainly to national policy , national policy can not be taking into account two aspects to the prices of agricultural products and farmers' income , the resulting national policy to promote agricultural production to raise prices during the regulatory function significant oversupply of agricultural products during the embarrassing position of passivity . After 1991 , from a planned to a market transition reform began to show its characteristics : food retail price index began with the national index of the price of agricultural products and food purchasing price index deviations .
