Abstract


Stabilizing the political need to satisfy the law and order need reeducation through labor system has gone through 40 years of ups and downs with unique Chinese characteristics . Long-term practice has proved that the system has its own value base , but because of the legislative provisions slipshod , especially a program specification defects , reeducation through labor system there are many problems in the implementation of its legitimacy , and the legitimacy of continued be questioned.
