Abstract


Condition and operational efficiency of the development of China 's urban public utilities has been widespread concern in the community , to explore the utility market and privatization reform scholar , a contentious issue . Walking in the forefront of Shanghai city utilities reform , the course of development of the city utilities , there is insufficient the practice select and explore value is also a great deal of research topics . Firstly, from a macro perspective analysis of the research background , the meaning and characteristics of urban utilities , and an overview of the course of development of China 's urban public utilities and the current state of development . Second, the development of China 's urban public utilities , the size and structure of China's urban public utilities industry data aggregation and analysis ; then conducted in-depth study of the importance of China 's urban public utilities operating efficiency . After data analysis , this paper concluded the non-state-owned enterprises more efficient than the efficiency of state-owned enterprises . This paper summarizes the evolution of the operating mode of the Shanghai city utilities , and their development status and problems of the analysis . This article introduced in the third part of the successful experience of the typical operational mode and the reform of the foreign city utilities , including Japan and Europe and the United States and other countries . Then we see from the Shanghai Urban utility companies and the Shanghai Municipal utilities typical market-oriented reform case the Shanghai city utilities operating model reform practice . Finally, we proposed this should vigorously promote the privatization , in the process of improving the system of public-private partnerships to establish a diversified investment and financing mode ; socialist market economy under the conditions of the government should change its functions and positioning ; break the monopoly , and actively cultivate diverse urban public series of recommendations to the cause of the market system , to achieve effective competition .
