Abstract


The management situation and countermeasures study of the rural flow party members is inevitable requirement for world situation, circumstances and feeling development and change of the party. The seventh Congress of the Party proposed:“we should strengthen and improve management of the unstable members of our party, strengthening party’s work of the flow of migrant workers, establishing and perfecting the dynamic management mechanism of urban and rural integration for party members.”This is a new measure of the party close tying with the masses, and is an important issue under the new situation to strengthen and improve grass-root party construction.The administration of the rural flow party members, as an important content of the party construction, a necessary requirement of the construction of socialist new countryside, an inherent requirement of the party’s ruling ability, meanwhile, an objective request of strengthening countryside grass-root party construction, is an important guarantee to realize the party’s line, principles and policies.Based on the management status of the rural flow party members, this paper, summarizes the effective exploration done by the theoretical circles and the practitioners working in the basic society, in concept of management, content of education, and ways of management. It has objectively analyzed the main problems: management mechanism, education mode, and service system existing in the rural flow management, from the following three aspects: sounding management mechanism, perfecting education mode, and improving the service system to discuss management measures of strengthening the rural flow party members.Looking to the future, to manage the rural flow party members, firstly, we must insist on theory study combining the practice exploration; secondly, we must insist on thought guide combining system construction; thirdly, we must adhere to the people-oriented combining innovation phase.
