Abstract


November 2001, the Chinese government officially signed on behalf of all of China's WTO legal documents. WTO accession for China's higher education has brought unprecedented opportunities and challenges. Higher education services trade as a major sector of its development status and existing problems should cause concern. This paper tries to study the consumption pattern of providing higher education services overseas trade output (ie, higher education institutions to recruit foreign students) development, mainly analyzes the existing four main issues and the main reason causing the problem. In recent years, China's overseas trade in higher education services spending was sustained growth momentum in the development of the case there are still four aspects: First, China's output of higher education students far more than the number of students enter the quantity. Second, China's consumption patterns in order to provide higher education overseas trade with Australia and other education services compared to developed countries, trade revenue in acquiring a significant gap. Third, in the country of origin of foreign students on the country, China is now mainly for the market is very narrow, mainly South Korea, Japan and other Asia-Pacific countries. Australia, the United States and the European national markets to be developed. Four, the four modes of supply trade in education services, our country is still dominated by consumption abroad, cross-border supply, commercial presence and movement of natural persons in three ways underdevelopment. This collection of recent years to recruit international students and students on the output data, as well as Australia and the United States two education services exporting country in recent years to recruit students relevant data to analyze this conclusion. Combined with China's actual situation, comprehensive education services trade rules of the WTO member states and major field of trade in higher education services relevant commitments, drawing on higher education services trade more developed countries such as the U.S., Australia's experience, higher education institutions to recruit foreign students put forward three suggestions: First, adjust policies to attract more foreign students to study in China; Second, to further expand our market reach higher consumption abroad, pioneering Australia, United States and other countries' markets, and expand our country in the international community impact on; Third, in the continued development of higher education in foreign consumption, while trade in services, increase cross-border supply, commercial presence, movement of natural persons, such as several trade offers ways to encourage and support the development. Thereby expand our foreign trade in services revenue consumer education, comprehensively promote the development of trade in higher education services output, and gradually change our current status of higher education services trade importer.
