Abstract


Science & Technology Evaluation is an important part of technological management, which provides supports for science and technology policy-making, strategic planning implementation, research project organization, science & technology institutes as well as human resources adjustment. It is a decision-making tool gradually deepening into various details of technological management and finally develops into a sub-system in technological management activities. Valuation of technology has only a short development history in our country. We have accumulated certain experiences while also find out more and more dissatisfying points, and to some extent also contribute to some unhealthy ways and customs and short-term conducts such as eager for instant success and quick profits, fickleness and exaggeration. Its fairness and authority has been questioned and has drawn close attention from scientific community.As a part of the whole science & technology evaluation system of our country, there are inevitably shortcomings existing in Guizhou Province, and there is no overall planning for the whole evaluation system construction. Thus this paper starts from how to solve existing problems and to explore solution in the aspect of architecture design.This paper starts with a research on science & technology evaluation mechanism of a country. Through a comparison among the science & technology evaluation mechanisms in several developed countries, especially cases concerning evaluation on organizational and institutional systems, the following commonalities have been outlined: existence of science & technology evaluation organization mechanism on higher decision-making level; complete legal system and standard system; close attention to evaluation on policy and planning systematicness; openness and transparency of evaluation process; emphasis on control and management on conflict of interests. This paper selects practicable qualities and introduces into this mechanism, together with general evaluation method and index system to conduct an exploring research on the establishment of science & technology evaluation system of Guizhou Province from the prospect of the whole province, builds up a science & technology evaluation system based on organizational system, operation system and evaluation support system, and also proposes main components and corresponding guarantee measures, so as to put forward some practice-based study results for current science & technology evaluation system. This can enrich and improve case study upon science & technology evaluation system, meanwhile provide constructive suggestions and references for decision-making on the establishment of science & technology evaluation system in Guizhou Province.
