Abstract


Online bid evaluation greatly improve the efficiency of the bidding and procurement , to promote open, fair , fair competition principles , but also to strengthen the protection of the legitimate rights and interests of the parties to the bidding , to provide technical support for building integrity and prevent corruption . From the reality of small and medium-sized device features through the study of the bid evaluation factor clustering analysis to explore the bid evaluation system suitable for small and medium power device characteristics , the establishment of evaluation model comply with the characteristics of small and medium-sized equipment , build a scientific , reasonable and complete the bid evaluation system using AHP calculate the weight of influence factors and means of modern information technology to establish a well-established online bid evaluation system .
