Abstract


Since the late 20th century , the ferocious momentum of development of financial globalization , the rapid growth of international short-term capital flows , have been expanding, on the one hand has injected new vitality to the development of the world economy , greatly improve the efficiency of capital flows on a global scale , other hand, it makes it more difficult to control of the government of international short-term capital inflows and outflows , the frequent outbreak of the financial crisis , the developed and developing countries , including many countries and regions have suffered harm . From developed countries , the typical European financial crisis in September 1992 , it not only makes the foreign exchange reserves of the Bank of England suffered heavy losses , and forced the British to withdraw from the European Monetary System . Crisis against the Italian lira and the Irish pound sterling and other currencies, a big step backwards so that the process of European economic and monetary union . In developing countries , in Latin America in 1982 , the outbreak of the debt crisis of 1994-98 - 1995 Mexican financial crisis from happening again , the coverage of the outbreak of the financial crisis in Asia in 1997 , causing huge damage to the local economy , with very serious consequences .
