Abstract


The introduction of the State Council's \Achieve fairness and justice are intrinsic requirements and ultimate goal of the administration according to law , public lawyer system is undoubtedly a good way to achieve this goal and requirements . Ministry of Justice to carry out experimental work in the country since the 1990s since the public lawyer system in China can be said to have crude embryonic initial success . Pilot in some places is distinctive , and made ??a great impact , causing widespread concern in the theory and practice department , such as : Guangzhou , Yangzhou , Zhoucun , Xiamen is one of the prominent representatives . However , public lawyer system as a still exploring the new legal system , many need to study and solve problems , so far opinions are not uniform and awareness . Firstly cited part of the practice and theoretical circles on the elaboration of the concept of public lawyer , and combined with the \the concept of the comparative analysis ; Third from public lawyer running condition , problems exist on a more detailed analysis of the development of China 's system of public lawyer ; Fourth, public lawyer system as a template , trying to find the experience and learn from them ; Finally , on the basis set forth the basic principles for the establishment of a public lawyer , put forward concrete ideas for setting public lawyer system .
