Abstract

The rural social security is an important part of the china’s social security system, the rural social endowment insurance is the top priority of the rural social security system. Setting the rural social endowment insurance And making sure all farmers have endowment is the unshrinkable responsibility of the government, and it also meets the need of safeguarding the stability and unity of society. Age is unavoidable stage of the everyone’s life cycle, especially the vast majority of our population in rural areas, rural population aging is much more severe than in the cities. Therefore, we must attach importance to the work of rural social endowment insurance, to ensure that each farmer in old age can achieve "a sense of security". Report of the Seventeenth Party Congress also clearly Proposed by 2020 absolute poverty will be basically eliminated, everyone be entitled to basic living security objectives, make the efforts to protect and improve people’s livelihood, accelerate the establishment of urban and rural residents of the social security system requirement. At present rural social endowment insurance system has been not set up in country sides in China. The main reason is having limitation in system design and lacking fund. All along, the government only gives "Policy Support" to raise the rural social endowment insurance fund, rather than undertake the direct investment responsibility,and this procedure has brought a series of problems. As one of the important means to ensure that the rural society members meet the basic living needs, rural social endowment insurance should receive government strong financial support. Supporting rural social endowment insurance is the requirement of public financial function. A number of domestic and international experience indicate that the government financial support is the key of building up the rural social endowment insurance system successfully. At Present, China’s industrialization and urbanization is developing swiftly, economic and social development has entered a new stage by way of industry nurturing agriculture and urban leading rural areas. In respect of industry nurturing agriculture policy, it should focus on adjusting the distribution pattern of public finances, increasing the intensity of the agriculture financial support, and gradually cover the entire rural areas. Although the majority of domestic scholars has reached the consensus that government has the obligation to undertake the financial support for rural social endowment insurance, there is still lack of detailed empirical research to define the responsibility of government, and so on. Therefore integrating theory with practice, to study and explore how to apply fiscal policy correctly and Promote the settle of Chinese farmers’pension problem, no doubt has a very important practical significance.From the following six aspects of the research content:(1) Introduction; (2) In reference to domestic and foreign scholars to the theory basis of rural society endowment insurance for the financial support; (3) analysis of the developed countries of rural society endowment insurance; (4) Analyses present situation of rural society endowment insurance is influenced by the way their predicament, reveal the urbanization of rural old-age security, this paper discusses the new pattern rural old-age security way;(5)Fujian countryside society old-age problem of empirical analysis, reveals the peasants, countryside society, prospects the rural social insurance endowment insurance.(6)discuss in related on the basis of problems improving and perfecting rural areas, and puts forward the suggestion of social pension insurance systemAlso use the following method to explore the problem and countermeasure:(1) theory analysis; (2) Comparative analysis method; (3) qualitative analysis and quantitative analysis, (4) the static analyses and dynamic analyses.Discussion on our country’s rural social endowment insurance of the present situation of and problems, Obtain the following conclusions and Suggestions:(1) The rural social endowment insurance has the characteristics of public products, which is a kind of public goods, the supply of public products need the national fiscal policy to provide strong support, market economy is public products and rural society endowment insurance common source of income. When the rural social endowment insurance in market economy under the failure,which need to adjust by government intervention, rural social endowment insurance is financial allocation form again. National finance to rural society endowment insurance support is the government’s fiscal function.(2) China’s rural social endowment insurance system from the pilot to now has a history of nearly 20 years, but our country’s rural social endowment insurance still exist many difficulties, urban and rural residents of old-age security level gap, government finance in rural society endowment insurance is not the responsibility, economically didn’t give direct support.(3)Foreign countries of rural society endowment insurance indicate that the establishment of rural society endowment insurance needs the national finance support energetically and sound legal norms.(4) The perfect social security system is good to the rural society endowment insurance establishment and development, regulate the rural endowment insurance’s development, improve the social work efficiency, explicit departments.
