Abstract


The housing problem is an important livelihood issues , governments at all levels attach great importance to solve the housing problems of the urban residents , and to improve the living conditions of the masses as the fundamental purpose of the urban housing system reform and real estate development . In 20 years, the reform of the housing system continuously deepened , sustained and rapid development of urban housing construction , housing conditions of urban residents in general have been greatly improved . Housing security system is not perfect , policy measures not supporting , low-income housing in some cities is still relatively difficult . In recent years, more and more attention at all levels of government housing security work . Housing filtering model gradient consumer theory , starting from the empirical analysis of the overall housing situation of Shanghai urban workers , comprehensive consideration of the the workers the housing security needs and ability to pay , and the the existing housing security system of the system with than that found shortcomings and learn from the practical experience of the construction of housing security system at home and abroad , and make policy recommendations for the development of the Shanghai housing security system . The results of this research is to put forward a sound Shanghai housing security system development idea : namely to establish a set of gradient protect the housing security system , step by step filtering . The basic principle is to meet basic living , and then encourage the accumulation of private property ; allows \The overall concept : core protect low-income group housing for low-rent housing on the basis of the next phase of the housing security work should focus on in order to support a middle-income family housing , vigorously develop public rental housing , affordable housing and housing loan interest subsidy gradient protection policies , and forced housing filter gradient improvement . On this basis , a brief discussion on other recommendations on improving the housing security system in Shanghai .
