Abstract


China is a typical developing country known as "old before getting rich" as well as a large country with a large agricultural population. The specific social-management system results in the rapid development of the population ageing in rural areas in the process of the development of social economy. The traditional family support of social security can no longer meet the needs of farmers. The government should take more responsibilities on old aging security for the farmers today. Since the new century, the CPC Central Committee and State Council attached great importance to the establishment and improvement of, and they have done a lot in its establishment and implementation. In 2009, in the "Guidelines to carry out the new rural social Old-age insurance" issued by the State Council, an idea that a new system of rural society endowment insurance covering all the rural residents of the right age in the whole country should be established was seriously put forward. Feidong, as one of the experimental counties in the central area, has made remarkable achievements in the exploration of agricultural insurance, which accumulated rich experience in the improvement and implementation of the in Anhui province and even the whole country.Under the guidence of the achievements of the scholars from home and abroad concerning rural endowment insurance system, the paper sorts out the history and trend of the development of rural endowment insurance system in China and the history and present situation in Anhui Province. Starting from talking about the pilot work of the new pension system in rural areas in Feidong, the paper introduces the current situation of the new pension system in Feidong and analyzes the problems in designing the system and implementing the policy and also problems with farmers themselves when trying out the new pension system in rural areas. So there are still many problems and restrictions in protecting the interests of the farmers in the pilot work of the new pension system in rural areas. On that basis, some advice on improving the new rural social pension insurance system is put forward, which offers some ideas on further developing and improving the rural endowment insurance system.
