Abstract


The serious problem of juvenile delinquency attracted universal attention of the world , more than a century , people have paid particular attention to juvenile delinquency . Most countries of the world have established a basic legal system for dealing with juvenile delinquency , and China due to many factors in the field of juvenile justice system , basically did not form a unified legal system with a unified judicial system . On the basis of analyzing the basic problem of juvenile delinquency non- penalization system , the substantive and procedural aspects of the initial ideas to build our non - penalization of the juvenile justice system . Paper is divided into four chapters : the first chapter of the concept of juvenile behavior of juvenile delinquency the scope and depenalization and non- penalization measures concept made ??basic definition of that from the perspective of criminal policy delinquency of minors disposal should use juvenile term juvenile age range , according to the current law and the experience of various countries and regions , should juvenile is defined as 12 years of age but less than 18 years of age .
