Abstract


"Three dimensional rural issues" is the focus of attention on the No.1 central document in recent years and affects the overall well-off social construction. Establishment of credit guarantee institutions and perfection credit guarantee mechanism for rural households are an important way to solve the problem loan to farmers and promote the development of "three rural". Currently, Although our country’s rural household credit guarantee have played an important role in reducing farmers’ problem of loan guarantee strengthening the force of financial support to agriculture, expanding the range of rural financial service, enhancing the function of rural financial services etc. However, farmers our country’s credit guarantee industry is still in the beginning, many laws and regulations do not perfect, guarantee agency do not standardized operation and an effective operating mechanism have not been formed. So, function of farmers credit guarantees can not be effectively. In view of the fact, Based on Marxist theory of dual connotations of agriculture industry and credit, correlative theory of western economics. This thesis uses scientific methods, such as macro-analysis, micro-analysis, qualitative analysis, quantitative analysis, normative research, positive research, and comparative analysis to define firstly the intension and characteristic of rural households credit guarantee and analyze the operation process and composition and request. And, build an economic model to analyze the operational performance of rural credit guarantee mechanism. Then, investigate the produce and development of our China’s rural household credit guarantee and describe the problems in operation and make a systematic study on the causes of these problems. At last, on the basis of succeed experience about the construction of rural household credit guarantee mechanism and contacting with the reality of our country, making clear the targets and principles of rebuilding our country’s rural household credit guarantee mechanism. And, constructing accordingly a basic framework of operation of our country’s rural households credit guarantee mechanism.At last, Measure to improve the operational efficiency of rural households credit guarantee mechanism.
