Abstract


Intellectual freedom is the important research content of basic library science theory. It expresses that people can be free access to and use of knowledge. From the right perspective, intellectual freedom is a kind of basic rights of citizens that can be free access, express, transmit and utilize knowledge. But citizens can not realize the intellectual freedom rights because of subjective or objective handicaps restraints. Intellectual freedom’s realization needs both subjective ability and insititution environment.The subjective ability safeguarding conditions of Intellectual freedom include intellectual literacy, the technical ability, psychological and physiological quality. The insititution guarantee of the Intellectual freedom includes political environment, social and public facilities, science and information of open access policy and knowledge aid to weak group, etc. Ensuring the citizen’s intellectual freedom is beceficial to the innovation of knowledge and information communication, also beneficial to the improvement of the quality of citizens’knowledge, and beneficial to the country’s prosperity and national progress.
