Abstract


Housing security system is to protect the citizens’ housing security. This is not only related to the basic human rights of citizens to achieve, but also related to the economic sustained and stable development. Guangzhou city as one of the earliest low-income housing security in the city of housing safeguard system construction and implementation of the obtained results attract people’s attention. While the primary housing authority as the Guangzhou city hall to contact the broad masses of the bridge and the link, both the party and the government on the development of real estate industry fundamental policy carry out, or the real estate management involves many of the enforcement of laws and regulations, as well as a large number of daily business and the people live in the implementation of the project, with the base housing functions inseparable. Therefore, the housing security theory and practice as the basis, the use of theoretical analysis and practice analysis, normative analysis and empirical analysis methods to Guangzhou Fanyu District housing security system research, and on the basis of the analysis some suggestions, can through this study optimized base housing authority housing guarantee system construction effect, effective to solve the problem of common people housing.This paper is divided into six parts. The first part is the introduction. The second part analyses the connotation and features of the housing security system, as well as the developed country of the housing security system experience. The third part discusses Guangzhou housing security system changes, analysis of Guangzhou housing security system:its achievements and problems. The fourth part is the present situation of the implementation of the housing security system of Panyu District. The fifth part is the Panyu District housing safeguard system construction perfection, from the clear definition of Panyu District housing security object, perfect housing to guarantee a basic principle, expansion of housing security system coverage discusses countermeasures. The sixth part is the conclusion and expectation, in this paper, and the further research direction is put forward.
