Abstract

Chemical as China’s basic industries, is an important material foundation for economic and social development. With the continuous development of chemical industry, its impact on the surrounding ecological environment are gradually increasing. With the deterioration of ecological environment and increasing depletion of resources, the implementation of "sustainable development" strategy to promote the harmonious development of the environment and the economy become increasingly important.This paper was completed base on data collection, field visits, expert advice, data processing and integrated analysis. The paper include five parts mainly:literature review, the analysis and evaluation of Zibo chemical ecological environmental quality, the analysis of economic loss caused by the destruction of ecological environment, the study on the construction of circulation economy in chemical industry zone, and the research summary.Firstly, the ecological environment of Zibo Chemical Industry zone was evaluated. In this paper, natural resources, environmental quality, pollution control and socio-economic were analysed, and the Eco-environmental quality evaluation index system of Zibo chemical industry was established. Five evaluation criteria are established according to the national standard, If there is no national standards, use the average level of Shandong Province as its third-class standard, and take 80%,50% of the third-class standard respectively as the other four standard. Through the quality evaluation of eco-environmental for each year, we can see that the quality of their environments reach national secondary standard, are in good condition. Take the results of two evaluations into account, we can see that though the eco-environmental quality of the chemical industrial zone is a good condition, but there are hidden dangers in the environment need to be strong governance, and also shows the feasibility of the model.Secondly, this paper take Qilu Petrochemical as an example, the Current Status of surface water and ground water pollution are analysed through the single-factor pollution index of evaluation method. The results show that the economic losses from environmantal pollution mainly consist of the losses of surface water and ground water pollution. The economic losses from water pollution include the economic losses caused by sewage discharge and water waste caused by cooling water.Lastly, based on the analyses of the advantages and limiting factors on developing circular economy of Qilu Petrochemical Company, circular economy models of Linzi District was discussed, and circular economy models of Qilu Petrochemical Company and eco-industrial park established by Qilu Petrochemical and other federal companies are established. Both effects of government and the public in building the recycling-oriented society of chemical industrial zone are disscused.
