Abstract


Anti-circumvention measures are the important parts of the anti-dumping law. They are the inevitable result of the development of anti-dumping measures based on the increasing international competition. It is the extension of the anti-dumping measures. EU and USA have founded their anti-circumvention legislation first in the world. Anti-circumvention has ever been brought to the negotiation agenda in the Uruguay Round of GATT, but it was erased because the opposition of USA. Anti-dumping measures are taken on China constantly by EU and USA since China became a member of WTO. This hinders our exporting seriously. However anti-circumvention measures worsen the result more deeply. So to research anti-circumvention is necessary for us to direct industries to deal the foreign anti-circumvention measures. At the same time, because we perfect our anti-dumping law and enhance the relative measures constantly, the foreign exporter begins to evade the anti-dumping measures by various ways, so it is urgent to found our own anti-circumvention legislation.
