Abstract

Agricultural development is a fundamental issue of China’s economic growth. In the process of economic development, agriculture plays an irreplaceable contribution to national economy. Increase or recession of agriculture has strong enticement on national economic expansion. The Sixteenth National Party Congress puts forward a grand goal of comprehensively building a well-off moderately prosperous society in an all-round way. A major task for building a well-off society in an all-round way is to build modern agriculture, develop the rural economy and increase the income of farmers.The thesis starts with current status of Agricultural Machinery in Shandong Province. Then summarizes and analyses of its history and development both at home and abroad. Agricultural Machinery is a dynamic process. The key issues of Agricultural Machinery are equipping agriculture with advanced and suitable machinery, changing production conditions; constantly stimulate agricultural technology, economic benefit and ecological benefit. To speed up the development of Agricultural Machinery have an important role in promoting China’s agriculture and especially modern agriculture. It can effectively raise the agricultural production benefit, improve the quality of agricultural products, improve the market competitiveness of agricultural products and improve labor productivity, increase their income.This thesis puts forward overall and intensively analyses on current situation of Agricultural Machinery construction in China, especially in Shandong Province. Finds out existing problems and causes of the problems, and put forward countermeasures. With a view to Agricultural Machinery system in Shandong Province as well as the building of the National Agricultural Machinery serve as a reference has important practical significance.(1) Review the development of Agricultural Machinery in China. Look back the developing course of Agricultural Machinery in China, the history of Agricultural Machinery in China is divided into three stages: the stage of planned economy, the stage of transforming the system, the developing stage of market economy. And then the basic statuses of China’s Agricultural Machinery are set forth. Divide the Agricultural Machinery development into three parts can provide referenced information and help for the supervisor of Agricultural Machinery and scholar to recognize and analyze the developing course of Agricultural Machinery in China bitterly .(2) Analysis development of Agricultural Machinery in Shandong Province. Through summing up the development of Agricultural Machinery systemically, make sure the achievement of development of Agricultural Machinery in Shandong Province, the status quoting: the growth rate of Agricultural Machinery stability, and farm machinery building focused, efficiency significantly increased, Agricultural Machinery introduced capital subsidy support policies to increase efforts to promote agricultural technology innovation and technology, increase scientific and technological content increased efficiency, deepen the reform of agricultural technology to enhance the level of public management. Major problems of Agricultural Machinery are pointed out. Investment is still insufficient in the development of public services, the relative lack of regional development imbalances. Through the above analysis this thesis finds out the breakthrough and deficiency of development of Agricultural Machinery in Shandong Province. This provides material and template for the foundation research of microscopic.(3)Analyze current situation of agricultural machinery development all over the country. Through analysis to influencing factors in China’s Agricultural Machinery development, this thesis points out that major factors are: farmers per capita income levels, land management scale, capital input conditions, the size of the transfer of rural surplus labor in rural areas to serve the community level and the education of rural residents constrained by such factors as the extent and impact. It finds out the direction and emphasis to research and breach for reinforcing microscopically management hereafter, and makes clear the direction of realizing Agricultural Machinery to develop high-speedy and healthy.(4) Introduce part of Agricultural Machinery development abroad. Analyze on Agricultural Machinery development of France, the United States, Japan and other countries etc. especially on a systematic analysis of“Juma”which is carried out by French agricultural cooperative organizations. Sum up the advanced experience in administration in order to supply the referenced experience for the establishment of improved agricultural technology laws and regulations system, to support the development of Agricultural Machinery policies, to increase economic regulation and control and set up various forms of Agricultural Machinery and business organizations, to improve agricultural usage in our country.(5) Make clear the focal point of Agricultural Machinery in China. Through the analysis, we can draw up the ground work content of the development of Agricultural Machinery in a stage from now on. namely: To promote agricultural science and technology; to enhance agricultural technology innovation capacity; establish long-term stable investment mechanism; increasing mechanization of agriculture inputs; strengthen agricultural machinery and technical training to enhance Agricultural Machinery development of qualified personnel; strengthen the building of the legal system of agricultural machinery; improve the management mechanism machine according to the law; develop cooperative economic organizations; establish and perfect service system a new farm machinery and so on.
