Abstract


Since the reform and opening, the economic of Hubei province made great achievements. National economy expands unceasingly. People’s living standards improved greatly. By the end of 2008 global economic crisis erupted. Global economic growth is slowing. Hubei province was deeply influence. To get rid of crisis into economic development quick way must adjust the industrial structure. Economic resources fluent from relatively low productivity of the production department to relatively high productivity. The industry of Hubei province overall economic efficiency. While resources exhausted, environmental degradation, greenhouse gas emissions, the living environment more serious. The development path can’t go to the consumption of resources. We must use low carbon ways to promote industrial structure adjustment and sustain economic development of Hubei province.Firstly summarizes the theory and the adjustment of industrial structure found in literature. The evaluation index of industrial structure adjustment mainly include economic indicators, relational index and technical progress index, resources and the environment without reflects the indexes. This paper use innovation of embodied carbon and with the other three indexes to evaluate with adjustment of industrial structure.Then using input-output method to calculate the embodied carbon in 2008 of Hubei province. This paper use four indexes to evaluate with adjustment of industrial structure. Include industrial scale, relevancy, technical progress and embodied carbon. This paper use a fuzzy comprehensive evaluation model of Hubei province to evaluate the industrial structure. And we rank the industrial sector and compare without the embodied carbon. We can found the rank of heavy industry departments fall and third industry and high-tech industry rise.Finally , according to the comparison the rank of department in Hubei province. we give the development strategy of the first, second and third industry structure adjustment and put forward countermeasures to develop suggestion.
