Abstract


Industrial structure change is an inevitable phenomenon arising out of the process of economic growth. As a trend, industrial structure varies with economic growth, the basis of evolution of industrial structure. On the other hand, the timely and reasonable adjustment of industrial structure is a prerequisite for a new increase in economic output. The transformation and upgrading of industrial structure promote a relatively fast economic growth. The experience of industrialization in many countries shows that industrial structure adjustment is an objective law of industrialization. Therefore, regional economic development shouldn’t be achieved without regional industrial structure adjustment, the key factor of regional economic development.As one of the independent administrative region of Shanghai municipality, Baoshan is the first region that achieved the integration of urban and rural areas, with the unique regional history, geography, environment and special industrial structure taking shape over a relatively long period of development. It went through two stages since baoshan district was formally set up after the adjustment of administrative divisions in 1988. One is the stage of construction of integrating rural areas into urban areas, which focused its industrial development on primary and secondary industries, namely that it strengthened the basic status of agriculture by putting industry in the position of forerunner while giving consideration to the development of tertiary industries. The other is the stage of rapid industrialization and urbanization from 1990’s to the current new century, when Baoshan has developed into a new historical stage in economic development and city shape, namely that the pattern of economic growth jointly driven by secondary and tertiary industries has taken initial shape. However, given the space expansion in Shanghai and the economic growth of the region itself, and faced with the increasingly distinct restrictions on such factors as land resources, energy and the environment capacity, it’s especially important and urgent for Baoshan to further promote industrial structure adjustment in order to achieve development of pursuit and leaps. Therefore, from a perspective of public administration, with a combination of principles of regional economics and industrial economics, and on the basis of assimilating relevant research results, this thesis makes a study of Baoshan’s regional industrial structure adjustment and economic growth in such ways as theoretical analysis, positive analysis, historical analysis, analysis of present condition, macro-analysis, micro-analysis, statistic analysis, and logical reasoning. It puts forward the basic blueprint and policy pushes for Baoshan’s industrial structure adjustment by analyzing the status quo of Baoshan’s industrial structure.The thesis is divided into four parts as follows:The first part is a preface, a summary of such contents as the background and the meaning of the selected topic, document summary, the research contents and methods of the thesis, the innovations and deficiencies.The second part is theoretical frame analysis of industrial structure adjustment, including connotation of industrial structure adjustment, division of the industrialization stage, influencing factors to industrial structure changes and the general laws of industrial evolution. The third part is analysis of the status quo of Baoshan’s industrial structure, including the main regional conditions, the basic situation of industrial structure, analysis of the industrialization stage and problems in industrial structure.The fourth part is the basic blueprint for Baoshan’s industrial structure adjustment, including such contents as influencing factors to the industrial structure adjustment, the principles of, the key points about, the orientation to and the policy pushes for the industrial adjustment.
