Abstract


Cold chain is a logistics network with specialized equipment, to maintain the quality of frozen food and fresh food which is always in a low temperature state, in the process from production to consumption. Cold chain logistics is a compound or polymer-based industry, accompanied with the industrialization of cold chain logistics resources.Central government attaches great importance to building the domestic cold chain logistics, cold chain problems, especially of agricultural products. Since 2004, The Opinion on Further Strengthening Rural Work to Improve the Comprehensive Agricultural Production Capacity issued by the State Council, says to accelerate circulation of agricultural products by speeding up the construction of storage transport system of agricultural products in refrigeration and low temperature, and Agricultural Cold-chain Logistics Development Planning produced by the National Development and Reform Committee, cold-chain logistics gradually become a important independent factor from other questions about Agriculture, Countryside and Farmers. After the issue of Agricultural Cold-chain Logistics Development Planning, local governments at different levels have formulated the planning for the region’s cold-chain logistics development according to this Planning. Cold-chain logistics industry is a period of strategic development opportunities.Compared to Jiangsu Province, which has a similar economic strength, the overall level of development of the logistics of Shandong Province is still lower. The total GDP of Shandong Province in 2008 was 3.10721 trillion yuan, Total social logistics 7.64827 trillion yuan, the logistics cost 563.09 billion yuan, which is 18% of GDP, basically the same as the national average. Meanwhile Jiangsu Province had a 3.031261 trillion yuan GDP,9.151712 trillion yuan total social logistics, and a only 499.692 billion yuan logistics costs, which accounted for 16% of GDP. The fact that two percentages higher than Jiangsu Province in the number logistics costs accounted for the proportion of GDP, means that the overall development of logistics industry of our province is relatively low, and there is still a gap between Shandong and other provinces. The proportion in developed countries is generally 9% to 10%, indicating that the logistics industry in our province still has a long way to go.Cold chain logistics industry organization is the cold chain logistics service provider, and cold chain logistics industry organization determines the overall quality and structure of the development of cold chain logistics industry quality and development potential. This study takes cold chain logistics industry organizations in Shandong Province as the research object, uses the SCP analysis of industrial economics paradigm of market structure, market conduct and market performance to work out the organizational development of cold chain logistics industry in our province. The research shows that the cold chain logistics industry in our province is still in a relatively dispersed state, belonging to the initial stage of development; Warehousing, transportation and other basic cold-chain logistics services are available, but most companies do not have the high value-added services such as information processing, distribution processing, advisory services, financial services; Cold chain logistics industry has a dual nature of barriers which means that low-end market entry and exit threshold is lower, but significantly higher in the high-threshold; Price competition is the main way of competition, however many enterprises begin to use information technologies to provide value-added services; Mergers and acquisitions, joint and logistics companies are seldom, the overall market performance needing further improved.By comparing with Jiangsu and using SCP analysis of industrial organization paradigm, the study shows that the cold chain logistics development in Shandong Province has obvious advantages in location, transportation and logistics of the main development, but market concentration, product (service) difference degree, market order and market performance will need to be strengthened. In the end, the study provides some development strategies in the view of the merger and acquisition, enhancing the high-end service, market regulation.
